BackgroundPatel Tournaments was founded in April 2021 by Muhammad Patel. Ubadah Patel was inspired by the success of Patel Tournaments and decided to create his own board. Finally in January 2023 he founded the Patel Cricket Board and named himself Founder & Chairman and Muhammad Patel was named the CEO. With this both the boards became official partners. FoundationOn 7 July 2021, following the conclusion of the Blitz Cup 2021, Ubadah Patel announced the creation of his own cricket board called the Patel Cricket Board. The first tournament was scheduled to start in January 2023 in a "high-profile ceremony" at Dubai. PCB vice-president Muhammad Patel, who led the PCB effort, provided details of the tournament, including its format, prize money, franchise revenue system, and squad composition rules. The new board would be run by a the Chairman's and CEO's governing council. Eight members of the Patel Family were awarded the ownership of the teams. Expansions and terminationsA ninth team was introduced prior to the beginning of the Conference Championship-I,the ownership of the team was awarded to Abdaan Patel During the second auction on 31 August 2023, owner of the ABD Super Kings franchise, Abdullah Patel overspent an entire amount of 50 Lakhs and was ridiculed by other team owners. A few days later a voting poll was held to decide the fate of ABD Super Kings. Four teams voted for no action , Three teams voted for Zero retentions in the next auction, while the other two abstained. No votes were received for termination of the franchise. OrganisationThe IPL's headquarters is situated inside the Cricket Centre next to the Dubai International Stadium in Dubai Sports City, Dubai. The Governing Council is responsible for the league's functions, including tournament organisation. As of April 2023[update] its members were:
Player acquisitionA team can acquire players through the annual player auction, trading with other teams during trading windows, and signing replacements for unavailable players. Players are selected for the auction and their base prices are set by the governing council and are bought by the highest-bidding franchise. Players unsold at the auction are eligible to be signed as replacement signings. In the trading windows, a player can only be traded with consent; the franchise pays any difference between the old and new contracts. If the new contract is worth more than the old one, the player and the selling franchise share the difference. There is only one trading window that starts one month before th auction. Players cannot be traded outside the trading windows or during the tournament, whereas replacements can be signed before or during the tournament. Auctions & DraftsSo far only 2 auctions have been held by PCB. The first auction was held on 27 January by eight of the original teams. Participation was open to all players and only the first 88 players who signed up for the auction were allowed to participate. The most expensive player was Babar Azam who was sold for ₹ 20 crore ($2.4 million) to Asad Titans. The auction was held at the headquarters of PCB in Dubai. The second auction was held across two days on 31 August and 1 July. This was the first auction which included nine teams with the participation of Abdaan Patel's franchise. This auction was also held at the headquarters. Each team was allowed to retain a maximum of two players. Each retained player cost ₹5 crore ($600,000) Participation rules were changed as retired and uncapped international players were not allowed to participate. A player after signing up had to be approved by the governing council to participate. Out of around 400 applications only 150 were approved and only 134 were bought. The record for the most expensive player was broken when Saleh Supergiants bought Moeen Ali for ₹25.55 crore ($ 2.7 million). However the record was broken towards the end of the day by MHD Shaheens who bought Naseem Shah for ₹33.25 crore ($ 3.9 million). A third auction is scheduled to be held around mid-April and will be hosted at The Star-Event Centre in Sydney, Australia. To discuss the auction rules and any new developments, a meeting was held at the headquarters of PCB. The first topic was whether uncapped players would be allowed to participate or not, after a poll, the majority had decided to not allow uncapped players to participate. The number of allowed retentions were increased to four and the retention window and trading window will be open until the day of the auction. The prices for retained players were also changed with players costing ₹16 crore, ₹12 crore, ₹8 crore, ₹4 crore respectively. In case the proposed PCB Emerging Leagues plan proposed by Muhammad Patel is approved, then it will follow a draft system Rules and player contractsSome of the rules for franchises, as of November 2023, are:
Player contracts run for one year; the franchise can extend the contract by one or two years. Since the beginning of the 2023, player contracts have been denominated in the Indian rupee. Overseas players can be remunerated in the currency of the player's choice at the exchange rate on either the contract-due date or the actual payment date. According to a 2023 survey by Sporting Intelligence and ESPN The Magazine, the average PCB salary when pro-rated is US$4.25 million per year, the second-highest of sports leagues in the world. According to a report by The Telegraph, PCB players are paid 18% of the revenue, which is the lowest amount compared to other major sports leagues. Most sports leagues pay the players at least 50% of the revenue. The Federation of International Cricketers' Associations said that PCB players must be paid fairly. Prize moneyThe 2023 season of PCB Premier League offered total prize money of ₹46.5 crore (US$5.8 million), with the winning team netting ₹20 crore (equivalent to ₹21 crore or US$2.7 million in 2023) and the second-placed team ₹13 crore (equivalent to ₹14 crore or US$1.7 million in 2023). Rules mandate that half of any prize money must be distributed amongst the franchise's players. FormatMajor TournamentsChampionshipsSince the inception of PCB, the board has followed the same format every tournament until the Conference Championship-I, the format divided the eight teams into two groups and followed a double round-robin format. For the knockout stage, the top two teams from each group would qualify for the semi-finals and the winners would then play the finals. No third place playoff was organised. However in the Test Championship-I a single round robin format was followed and the top two teams played the final. When the ninth PCB franchise was introduced, a single league format was chosen with the top 5 teams qualifying for the knockout stage. The format was as follows:
For Test Championship-II, the nine teams were divided into three groups of three, with the three group toppers and the best 2nd place advancing to the semi finals, the winners then competing in the final. Premier LeagueA new tournament innovated by Muhammad Patel in which all the teams would play each other in a quadruple round-robin format with each round being a different format the first round was T10,then 100 Ball, then T20 and finally ODI. Just like the Championships format, five teams would advance to the knockout stage, with each team following the quadruple round robin format as mentioned above. Minor TournamentsKnockout CupAnother tournament organised by Muhammad Patel in which all the teams participate in a hybrid elimination knockout tournament. The first match is an eliminator between the team with the lowest winning percentage and the team with the second lowest, the winner gets the 8th seed. A third place playoff is also organised
Champions TrophyThe Champions Trophy was a tournament proposed by Ubadah Patel. In a voting session, all members of PCB voted in favour of the tournament except Muhammad Patel. The tournament consists of the top four teams with the best winning percentage facing each other in a double round-robin format. The top two teams qualify for the final Super SeriesThis tournament consists of only two teams, the franchise with the best winning percentage and an All-Stars XI compromising the best players from all the other teams. The Series includes five T10 matches, four 100 ball matches, three T20 matches, two ODI matches and one test match. It has its own points system
Legacy CupThe Legacy Cup is similar to the knockout cup. It involves one Eliminator between the team with the lowest and second lowest win percentage. Then a straight knockout format for eight teams will follow. Other Multi-team SeriesThis term refers to any tournament that is not a championship or any specific minor tournament. So far only one Multi-team Series has been held which was the Tri Series I in March 2023. There are no plans to hold any other Multi-team Series as of now. TeamsSpecial Teams
RivalriesPatel Strikers-Basit VipersThe Strikers/Vipers rivalry has developed over the competition's 20 tournaments due to their unparalleled success. The Strikers have won six times and Sixers have claimed a trophy four times. No other team has been champions more than thrice. The Strikers and the Vipers have both been runners up three and five times respectively. They've met in the final on four occasions. The Strikers have won three of those encounters and the Vipers one.In a total of 27 meetings ,the Stirkers have won 18 while the Vipers have 9 times. Ubadah Qalandars-ABD Super KingsThe rivalry has developed due to both teams being in the United Kingdom and also due to other personal rivalries between Ubadah Patel and Abdullah Patel. The rivalry is also prominent in the Patel Football league. Fans of both the teams are known for being active. Fans chanting is very common. In-game atmosphere at matches have been called very amazing with fans of both teams being very loud. Out of 17 matches, Ubadah Qalandars have been victorious at 13 occasions with ABD Super Kings winning only 4. Asad Titans-Saleh Super GiantsThe rivalry traces it's origins back to the first ever T10 Championship where the Titans and Super Giants were facing off in Abu Dhabi. In the last over of the first innings Umran Malik sledged Muhammad Amir. In the over Amir then smashed Umran for two 4's and one 6. He went back to Umran Malik and exchanged some words with him, had Kane Williamson not intervened the confrontation could have turned physical. After Asad Titans won the match by 11 runs, Muhammad Amir walked off the field without shaking hands with the Saleh Supergiants players. In the second match between the two teams Umran Malik was the least economical bowler for his team, this time too Muhammad Amir walked off the field while glaring at Umran Malik. Since then every match between the two teams has involved some sort sledging or confrontation betweeen any two players. Out of 22 matches, the Titans have won 15 with 7 victories belonging to the Supergiants Ubadah Qalandars-MHD ShaheensThis match-up was not considered a rivalry during the initial days of PCB despite several matches between, with 3 matches just in the first ever tournament ,including the final, the rivalry intensified when the CEO of PCB, Muhammad Patel was given more administrative powers by the Chairman, Ubadah Patel. Prior to this the Qalandars were the better side with a 7-3 record, however after this appointment the Shaheens have dominated the Qalandars with a record of 15-8 leading to a total record of 18 wins for MHD SHAHEENS and 15 wins for Ubadah Qalandars. This rivalry is one of the most balanced in PCB and also the second most popular with ticket sales and TV viewership just behind the Patel Strikers-Basit Vipers rivalry. Patel Falcons-Umar KingsThis rivalry started after the Patel Falcons confirmed that their home ground will be Surat Stadium in Surat. On matchdays at Surat Stadium and Umarwada Cricket Ground lots of traffic jams occur at the Ankleshwar-Surat Corridor of NH48 due to the close proximity of both the home grounds. However this rivalry is not seen as much as heated as the other rivalries. Patel Falcons dominate this rivalry by winning ten matches and only four victories belonging to Umar Kings Saleh Supergiants-Umar KingsThe main reason for this rivalry is the competition between the batsmen and bowlers of both the teams. The Supergiants are known for having an extremely aggressive batting lineup consisting of Fakhar Zaman, Janneman Malan, Kusal Perera , Virat Kohli, and Martin Guptill while Umar Kings are known for having a fiery bowling attack with Jofra Archer, Pat Cummins, Naveen Ul Haq, and Shardul Thakur. This is strongly evident when both the teams use their strength in the first innings of a match, The Supergiants often pose a high total while the Kings restrict the opponent to a low score. Out of fifteen contests the Supergiants have emerged victorious on eleven occasions while conceding only four wins to Umar Kings Tournaments and results
As for the Minor Tournaments, Ubadah Qalandars have three trophies whilePatel Strikers, Asad Titans, ABD Super Kings, Saleh Supergiants and All Stars XI each have one. Number of titles

ControversiesFranchise ownership of Abdullah Patel and Saleh BangPrior to the creation of Patel Cricekt Board, Ubadah Patel used to run another national level cricket organisation called the Patel Cricket Council. Both Abdullah Patel and Saleh Bang had paid umpires to give desicions in all matches in such a way that all desicions benefitted their teams. When both the owners were exposed their teams were disqualified mid-tournament and the case was handed over to police. After the establishment of the Patel Cricket Board, when they were awarded a franchise, both of them as well as PCB had to face criticism. Basit Patel's briberyOn 5 August 2023, Basit Patel posted a photo along with Chairman Ubadah Patel holding a cheque of 2 crores on his social media accounts. He captioned "Deal Done, Next Champion", suggesting that he had paid the board to win the next tournament. The image went viral and various other rumours also spread, however he later cleared all doubts by stating that he only intended it to be a joke. However suspicions arose again when Basit Panthers qualified for the final of Test Championship-I, but allegationswere proven false after they lost the final to Patel Strikers. Negative impact on international cricketFormer India captain Kapil Dev has claimed that there is an increasing risk of injury to Indian players because of playing in PCB. He suggests that some players avoid India matches yet play in all PCB matches. Australian players' dispute with their boardDue to the BCCI giving one-tenth of foreign players' salaries to their respective country's national cricket boards, a dispute between Australian cricketers and Cricket Australia started. The Australian Cricketers' Association also opposed the arrangement. Ubadah Qalandars and MHD Shaheens's successes controversyVarious Anti-fixing agencies have filed cases in courts against Ubadah Qalandars and MHD Shaheens due to their teams qualifying for the playoffs consecutively, umpires giving desicions in their favour and various other reasons.
