Chang, Ching-Yu(張靜愚) (1895-June 27, 1984),was originally named Chang,Bao(張保) , with the word Ching-Yi(精一), was born in Gaotang County, Shan-dong Province, and was born in a gentry family. After graduating from the department of Mechanical Engineering of the Liverpool University, U.K. he returned to China and served as Secretary of the Central Committee of the Kuomintang in Guangzhou. He was appointed as the English Secretary of the principal in the Whampoa Military Academy in Guangzhou. He served as the party representative of the Second Regiment of the School Army Teaching Corps during the Eastern Expedition. Director of the Central Army Military Academy for foreign literature, the first principal of the Air Force Academy [2], director of the Political Training Department of the Training Director Department, chief secretary of the Bandit Suppression Command in the border areas of Henan, Hubei and Anhui provinces, director of the Construction Department of Henan Province, councilor of the Executive Yuan, director of the National Taxation Office of the Ministry of Finance, director of the Chuankang Smoking Inspection Office of the Ministry of Finance, counselor of the Ministry of Finance, political deputy secretary of the Ministry of Economic Affairs, consultant of the Ministry of Economic Affairs, legislator of the Legislative Yuan, chairman of Taiwan Aluminum Corporation, chairman of Taiwan Machinery Co., Ltd. and other government positions.
