Hong Kong inherited the signing and ratification from the United Kingdom, while Macau inherited them from Portugal. The ICCPR treaty continued to be in effect for Hong Kong and Macau after their sovereignty was transferred to the People's Republic of China. These three should be marked in dark green instead of light green.
