Howard Rothmann Bowen (October 27, 1908 – December 22, 1989) was an American economist and college president, serving as the president of Grinnell College from 1955 to 1964 and as the fourteenth President of the University of Iowa from 1964 to 1969. Bowen then served as president of Claremont Graduate University from 1970 to 1971.[1] He is remembered for the formulation of "Bowen's law," a description of spending in higher education.
