‘Ram Chhillar', is a retired Brigadier of the Indian Army.[2] He headed two of the premier Military Intelligence Organisations which are an integral part of the niche Higher Defence Organisation responsible for Strategic Asset Management of Cyber Resources and Human Capital. While in service, his efforts regularly lauded by the Chief of the Army Staff and National Security Advisor. He has been conferred with Medals of Bravery and Distinguished Service, almost in every Military Intelligence assignment tenanted, a rare distinction.
He voluntarily retired from active military service on 06 September 2014, with over three decades of experience, in Cyber Security, Counter Intelligence and Intelligence Acquisition in both the Operational and Proxy War domains. Presently he is Senior Advisor to WHAM (Winning Hearts And Minds) and Phronesis India.
Brigadier Ram Chhillar was born in 1961 and his father, Dafedar Killar Singh (17 Poona Horse) is a World War II veteran. He is an alumnus of Sainik School, Bhubaneswar, National Defence Academy, Pune; and Indian Military Academy, Dehradun. He holds a bachelor’s degree in Arts from Jawaharlal Nehru University, PG Diploma in Higher Level Defence Management from Army War College, Mhow (MP) and Business Intelligence Course from Indian Institute of Management, Kozhikode.
Brigadier Ram Chhillar was commissioned into the 2nd Battalion, Jammu and Kashmir Light Infantry on 24 December 1982. He served with his unit in the desert sector as well as on the Line of Control in Jammu and Kashmir. He had a brief tenure as Instructor in the Platoon Weapons Wing, Infantry School, Mhow (MP), before being permanently transferred to Military Intelligence Corps in 1990.
On conversion to Military Intelligence, he was inducted in active counter militancy operations against the ULFA (United Liberation Front of Assam) for three years. Thereafter between 1995-1998, he spearheaded major covert operations to raise a Counter Terrorist Group in Kupwara, Jammu and Kashmir, for effective nuetralisation of terrorists and their network and paved way for smooth conduct of Parliamentary as well as the State Assembly elections in 1996. As a young Military Intelligence professional, his career included spells at IHQ of MoD (Army), as a Satellite Imagery Intelligence specialist during Indo-Pakistan Kargil War.
As Commander Intelligence & Field Security Group (DGMI/MI-25), he spearheaded country’s premier trans–frontier Military Intelligence organisation for over four years and managed highly sensitive cyber resources, human capital & material assets. Planned and executed comprehensive security assignments having major bearing on India’s ‘National Security’ including formulation of threat response policies at Department of Defence. Efforts regularly lauded by the Chief of the Army Staff and National Security Advisor.
As Commanding Officer of the prestigious Army Headquarter Liaison Unit at New Delhi, provided effective Counter-Intelligence and Prophylactic Security cover to defence establishments under the Ministry of Defence. Evolved threat assessment viz-a-viz threat perception Management of Indian Defence Department for Homeland Security. The unit was Awarded ‘Chief of the Army Staff Unit Citation’ in 2006, extraordinary achievement for a unit deployed in non-operational area.
During the 32 years of his service, he served in high intensity Counter Terrorist operations in XV Corps (India) in the state of Jammu and Kashmir, for over a decade and has been awarded the Sena Medal (Bar) (1998) and (2014), the Vishisht Seva Medal (2006), the Chief of the Army Staff Commendation Card (2012) and the General Officer Commanding (GOC-in-C) Northern Command Commendation Card (2010).
Co-Founded Cyber Security companies in India & Dubai. Executed of Comprehensive Cyber Security projects in India, GCC & African region, both in Public & Private sectors. Presently, he is Senior Advisor to WHAM (Winning Hearts And Minds) and Phronesis India Consultancy LLP.
Brig Ram Chhillar is married to Suchitra Chhillar, who is an academician and has been intimately associated with numerous educational as well as social welfare institutions in the NCR. She is presently managing a Sanskaar International School, Ismaila, Rohtak, Haryana and also heads the trust WHAM (Winning Hearts And Minds).
They have two sons, Monal Chhillar and Sheetij Chhillar.
