Sorry for the delay answering - I've largely retired from WP at the moment, so didn't notice the question on my talk. Anyway. According to Oman, it was largely because Mendizabal just wasn't a very capable general. He thought that he would garrison Badajoz, and then launch a large sortie against the besieging French army, thereby breaking the siege. The French, however, withstood the sortie with the result documented in the article. This information comes from Oman, pp 47-48; I haven't looked in my other sources.
