The 2003–04 Divizia C was the 48th season of Liga III, the third tier of the Romanian football league system.[1][2]

Școala "Gică Popescu" Calafat was renamed as Dunărea Calafat.

Other changes

Bucovina Suceava and Gilortul Târgu Cărbunești withdrew during the second division previous season and were dissolved.

Callatis Mangalia was promoted to Divizia B as the best next runner-up, in order to occupy the vacant place.

Mureșul Deva merged with second division team CS Certej, the new entity was named as CS Deva.

Unirea Sânnicolau Mare bought the place of Mureșul Deva.

FCM Huși bought the place of Mobila Iași.

Forex Brașov bought the place of Előre Tălișoara.

Prodchim Balș bought the place of Foraj Videle.

Gloria Bistrița II bought the place of Viticola Dumitra.

FC Sibiu bought the place of AMSO Sibiu.

Rafinăria Dărmănești, Turistul Pietroasa Haleș, Recolta Gheorghe Lazăr, Viitorul Costache Negri, Lacul Sulița, Metalcord Buzău, Spic de Grâu București, Avântul Dor Mărunt and Daiana Odobești sold their place..

Dinamo București II, Politehnica Timișoara, Inter Blaj, Kozara Vințu de Jos bought a place.

Bucovina Rădăuți, Metalul Băicoi, Faur București, Rova Roșiori, Curtea de Argeș, Minerul Berbești, ASA Târgu Mureș were spared from relegation.
