From the Chinese characters 爲 (“to do”, representing Middle Korean ᄒᆞ- (ho-)) and 了 (“to be done”, representing Middle Korean -ㄴ), both used for their semantics; but 了 may be a variant/mistake for the usual kwukyel phonetic 𰆊 (-n, abbreviation of 隱 (-n)).
