Etymology

Inherited from Middle French paÿs des bascles, paiis de bascles (var. des), terre des bascles (elsewhere simply bascle, bascles). Apparently a calque of Medieval Latin Terra Basclorum or similar. Compare Euskal Herria, and basque.
