Senlaboreco estas socia ekonomika situacio, kiam parto de laborkapablaj homoj ne povas trovi laboron, kiun ili povas fari. Senlaboreco signifas, ke en la labormerkato mankas laborpozicioj por ĉiuj laborserĉuloj (konforme al iliaj kvalifikoj). Oni povas difini senlaborecon ankaŭ kiel malkapablon de ekonomiko uzi ĉiujn rimedojn por produktadi produktojn kaj servojn (malkapableco uzi tutan laborforton).
Senlaborulo estas homo, kiu nuntempe ne laboras, sed serĉas laboron. Okupata persono estas homo, kiu laboras. Persono, kiu ne laboras kaj eĉ ne serĉas laboron, ne apartenas al laborforto.
Laborforto = okupataj + senlaboruloj
Ofte, landoj klopodas kaŝi siajn senlaborulojn per aliaj difinoj. Ekzemple:
En Usono senlaboruloj, kiuj ekde tro da tempo estas senlaboraj, ne plu estas en la oficiala statistiko, eĉ se tio ne estas iliakaŭza.
En Francujo, oficialaj senlaboruloj estas nur tiuj, kiuj jam laboradis, kaj nun ne plu — tiuj, kiuj neniam trovis laboron, ne inkluzivatas.

Plena okupateco estas situacio, kiam ne ekzistas sezona kaj cikla senlaboreco. Tio signifas, ke en la labormerkato estas natura nivelo de senlaboreco (en la labormerkato restas nur fluktua kaj struktura senlaborecoj). La teorio de natura nivelo de senlaboreco apartenas al Milton Friedman.
