Tsuruga (敦賀市, つるがし, Tsuruga-shi) é un concello da prefectura de Fukui no Xapón. Está situado ao oeste da zona de Hokuriku na rexión de Chūbu e no centro-sur da prefectura, no centro da illa de Honshū. A súa superficie é de 250,98 km², a poboación é de 67 959 habitantes (2009) e ten unha densidade de poboación de 271 hab./km².

O concello de Tsuruga limita cos concellos de Mihama, Minamiechizen (que son da prefectura de Fukui); Takashima, Nishiazai e Yogo (que son da prefectura de Shiga).
Na cidade está a central nuclear de Tsuruga.
