大統領令14148号

有害な大統領令および行政措置の第一次撤廃（ゆうがいなだいとうりょうれいおよびぎょうせいそちのだいいちじてっぱい、英: Initial Rescissions of Harmful Executive Orders and Actions）を表題とする大統領令14148号は、2025年1月20日に米国大統領ドナルド・トランプが署名し発令した大統領令。この大統領令は、バイデン政権時代に承認されたいくつかの大統領令の撤廃に関する内容が書かれている。

主な内容としては、米国政府におけるDEI政策、気候・環境法に関する一部大統領令、国境に関する一部大統領令の撤廃が挙げられている。

背景

トランプ大統領は就任初日、群衆の前で喝采を浴びながら、幅広い政策に関する多くの大統領令に署名した

これは第2次トランプ政権初となる大統領令であり、さまざまな問題に関する前大統領の政策の多くの撤廃に関するものであった。そのほとんどが、バイデン大統領が発した大統領令であった^[1]。この大統領令は同日、幅広い政策に関する他の25の大統領令に続き、J・D・ヴァンス副大統領が同席した一般公開の場で署名された。

規定と効果

この大統領令は、バイデン政権時代の68の大統領令（英語版）と11の大統領覚書を明確に取り消すものであった^[2]。また、連邦政府の機関の長に対し、「非合法かつ過激なDEI思想の連邦政府による実施を終わらせるため、直ちに措置を講じろ」と命じた^[2]。さらに同大統領令は、国内政策審議会（英語版）（DPC）会長と国家経済会議（NEC）議長は、撤廃された大統領令に従って取られた連邦政府のすべての政策を見直し、適切な場合には、そのような政策を取り消し、置き換え、または修正するために必要な措置を取るべきだと命じるものであった。また、45日以内（3月6日まで）に、DPCとNECの長は、前政権が出した大統領令のうち撤廃すべきものと、「アメリカの繁栄を高めるための、それに代わる大統領令・覚書・布告」のリストを大統領に提出するよう命じた。最後に、国家安全保障問題担当大統領補佐官（NSA）に対し、バイデン政権時代の国家安全保障に関する覚書について、「国家の安全保障、国内の弾力性、アメリカの価値観に害を及ぼす」ものでないかどうかを検討し、45日以内に撤廃するべき覚書のリストを提出するよう命じた^[2]。

大統領令14020号に関して言えば、この大統領令と、「ジェンダー・イデオロギー過激主義から女性たちを守り、連邦政府に生物学的真実を取り戻す」という大統領令の2度にわたって撤回された。

「ジェンダー・イデオロギー過激主義から女性たちを守り、連邦政府に生物学的真実を取り戻す」は、本大統領令が署名された同日である20日に署名されたものである。

気候変動と環境問題

トランプ大統領の大統領令のひとつは、パリ協定への復帰に関するバイデン政権下の大統領令を撤廃するという意図もあった。この大統領令のほか、「Putting America First In International Environmental Agreements（国際環境協定においてアメリカを第一に考える（英語版））」を合わせ、アメリカはパリ協定離脱を表明した形となる^[3]。他、「国際環境協定においてアメリカを第一に考える（英語版）」が承認されれば正式に離脱することとなる^[4]。

ほか、この大統領令には、2021年1月27日の大統領令14008号（英語版）（国内外における気候危機への取り組みに関する大統領令）を撤退し、以下の審議会および事務所を解散するという内容が書かれている。
