Bukit Safa dan Marwah (Arab: الصفا والمروة, rumi: Aş-Şafā wa Al-Marwah ) ialah dua bukit yang terletak di Masjidil Haram di Makkah, Arab Saudi tempat umat Islam berulang alik tujuh kali dalam ibadah haji dan umrah.
Sa'i adalah rukun haji dan umrah, dan merupakan satu perbuatan bagi mengingati peristiwa Siti Hajar yang berulang-alik antara Bukit Safa dan Marwah mencari air untuk dirinya sendiri dan anaknya Nabi Ismail a.s. Ketika itu dia telah ditinggalkan di situ oleh suaminya Nabi Ibrahim a.s. menurut perintah Allah SWT.
Pada zaman Nabi Muhammad s.a.w., baginda memulakan dakwah secara terbuka kepada semua penduduk Makkah dengan memanggil mereka berhimpun di Bukit Safa, sekitar tahun 613 M.[1]
Bukit Safa dan Marwah juga disebut dalam Al-Quran.
" Sesungguhnya "Safa" dan "Marwah" itu ialah sebahagian daripada Syiar (lambang) agama Allah; maka sesiapa yang menunaikan ibadat Haji ke Baitullah atau mengerjakan Umrah, maka tiadalah menjadi salah dia bersaie (berjalan dengan berulang-alik) di antara keduanya dan sesiapa yang bersukarela mengerjakan perkara kebajikan, maka sesungguhnya Allah memberi balasan pahala, lagi Maha Mengetahui. " - (Surah Al-Baqarah: 158)[2]
