Ultimatum (latin for 'den siste', frå ultimat) er eit krav som blir stilt utan rom for forhandling. Omgrepet er kjend frå internasjonal politikk og andre forhandlingar. Ofte følgjer det trugsmål om sterke konsekvensar av at eit ultimatum ikkje blir oppfylt, som krig i ultimatum mellom statar, eller streik eller lockout ved ultimatum knytt til arbeidstvistar.
I folkeretten er ultimatum ei særskild meddeling frå ein stat til ein anna i ein spend situasjon. Slike ultimatum set bestemte krav som må oppfyllast om ein vil unngå tvangsmiddel, som krig. Ultimatuma inneheld alltid ein tidsfrist som gjerne er svært kort, særlig om det blir truga med krig.
Etter den tredje Haagkonvensjonen frå 1907 om opning a fiendtlege handlingar skal slike handlingar ikkje innleiast utan eit føregåande varsel som skal ha form anten av ei grunngjeven krigserklæring eller av eit ultimatum med krigserklæring på vilkår. Som følgje av forbodet i artikkel 2 av pakten mot bruk av makt, eller trugsmål om dette, har bestemmelsen ikkje lenger tyding med omsyn til medlemmer av Dei sameinte nasjonane.
