ଦେବୀପ୍ରସନ୍ନ ପଟ୍ଟନାୟକ, ଜଣେ ଓଡ଼ିଆ ଭାଷାବିଦ, ସାମାଜିକ ବିଜ୍ଞାନୀ ଓ ଲେଖକ । [1] ସେ କେନ୍ଦ୍ରୀୟ ଭାରତୀୟ ଭାଷା ପ୍ରତିଷ୍ଠାନ (CIIL), ମହୀଶୂରର ପ୍ରତିଷ୍ଠାତା ନିର୍ଦ୍ଦେଶକ ଅଟନ୍ତି । ଓଡ଼ିଆ ଭାଷାକୁ ଶାସ୍ତ୍ରୀୟ ଭାଷାର ମାନ୍ୟତା ପ୍ରାପ୍ତ କରାଇବାରେ ତାଙ୍କର ପ୍ରମୁଖ ଭୂମିକା[2][3] ରହିଛି । [4]

ଦେବୀପ୍ରସନ୍ନ ପଟ୍ଟନାୟକ, ୧୯୩୪ମସିହା ମାର୍ଚ୍ଚ ୧୪ ତାରିଖରେ କଟକ ଜିଲ୍ଲାର ତିଗିରିଆଠାରେ ଜନ୍ମଗ୍ରହଣ କରିଥିଲେ । ସେ ରେଭେନ୍ସା ମହାବିଦ୍ୟାଳୟରୁ ଓଡ଼ିଆରେ ସ୍ନାତକୋତ୍ତର ଶିକ୍ଷା ସମାପ୍ତ କରି କିଛିକାଳ ବିଶ୍ୱ ଭାରତୀରେ ଓଡ଼ିଆ ବିଭାଗରେ ଅଧ୍ୟାପନା କରିଛନ୍ତି ଏବଂ ଡେକାନ କଲେଜ, ପୁନାରୁ ଭାଷାବିଜ୍ଞାନରେ ସ୍ନାତକୋତ୍ତର ଡିପ୍ଲୋମାରେ(ଯାହା ପରବର୍ତ୍ତୀ ସମୟରେ ସ୍ନାତକୋତ୍ତର କୋର୍ସ ସହିତ ସମାନ ହେଲା) ଉତ୍ତୀର୍ଣ ହୋଇଛନ୍ତି । ୧୯୬୧ ମସିହାରେ ଆମେରିକାରୁ ଭାଷାବିଜ୍ଞାନ ବିଷୟରେ ଡକ୍ଟରେଟ ହାସଲ କରିଥିଲେ । ରେଭେନ୍ସା ମହାବିଦ୍ୟାଳୟରେ ପାଠ ପଢିସାରିବା ପରେ, ସେ ଓଡ଼ିଆ ସାହିତ୍ୟ ଉପରେ ଗବେଷଣା ଆରମ୍ଭ କରିଥିଲେ । ଆମେରିକାରୁ ଗବେଷଣା ସାରି ଫେରିବା ପରେ, ପୁନଃଶ୍ଚ ସେହି କାମରେ ନିଜକୁ ନିୟୋଜିତ କରିଥିଲେ । ୧୯୬୯ ମସିହାରେ ମହିଶୂରରେ ପ୍ରତିଷ୍ଠିତ ହୋଇଥିବା କେନ୍ଦ୍ରୀୟ ଭାରତୀୟ ଭାଷା ପ୍ରତିଷ୍ଠାନ(ସେଣ୍ଟ୍ରାଲ ଇନଷ୍ଟିଚ୍ୟୁଟ ଅଫ ଇଣ୍ଡିଆନ ଲାଙ୍ଗୁଏଜେସ)ର,ସେ ହେଉଛନ୍ତି ପ୍ରତିଷ୍ଠାତା ନିର୍ଦ୍ଦେଶକ । ୧୯୬୯ରୁ ୧୯୮୯ ମସିହା ପର୍ଯ୍ୟନ୍ତ, ସେ ଏହି ଅନୁଷ୍ଠାନର ନିର୍ଦ୍ଦେଶକ ଭାବରେ କାର୍ଯ୍ୟ କରିଥିଲେ । ଅବସର ସମୟ ବେଳକୁ ତାଙ୍କୁ କେନ୍ଦ୍ର ସରକାରଙ୍କ ଅତିରିକ୍ତ ସଚିବ ପଦବୀ ତୂଲ୍ୟ ଅଥିକାରୀଭାବେ ଗଣାଯାଉଥିଲା ।
