愛爾蘭共和國元首號總統（Uachtarán na hÉireann），總管全國政務，並領三軍。在位時居鳳凰公園之大宅。

選舉

總統者，選之於全民秘密投票。任期七年，可連任一。

候選人須為愛爾蘭共和國公民，選時居共和國境內，年屆卅六，並得下者之一提名：

• 國會議院二十；
• 郡議會四；
• 在位總統自推^[一]。

愛爾蘭共和國公民年十八皆可投票。

就職

非經宣誓，當選人不得就總統職。

以下人等須出席就職禮：

• 上議員
• 下議員
• 最高法院大法官
• 高等法院法官

當選人須以愛爾蘭蓋爾語或英語宣誓如下：

愛爾蘭蓋爾語：I láṫair Dia na nUileċuṁacht, táimse á ġeallaḋ agus á ḋearḃú go sollúnta is go fírinneaċ ḃeith i mo ṫaca agus i mo ḋidín do Ḃunreaċt Éireann, agus dlíṫe a ċaoṁnú, mo ḋualgais a ċoṁlíonaḋ go dilís coinsiasaċ de réir an Ḃunreaċt is an dlí, agus mo lándíċeall a ḋéanaṁ ar son leasa is fónaiṁ ṁuintir na hÉireann. Dia do mo stiúraḋ agus do mo ċuṁdaċ.

英語：In the presence of Almighty God I do solemnly and sincerely promise and declare that I will maintain the Constitution of Ireland and uphold its laws, that I will fulfil my duties faithfully and conscientiously in accordance with the Constitution and the law, and that I will dedicate my abilities to the service and the welfare of the people of Ireland. May God direct and sustain me.

文言：余謹以至誠，對天宣誓：余必維護憲法，執行法律，至忠至慎，依律行事，增進人民福祉，無負人民所托。求天助我。

職權

依愛爾蘭共和國之法律，總統職權如下：

• 任免總理、閣揆及中央銀行總監，或准其自免；
• 任命最高法院大法官；
• 簽署法案，公佈天下，以為法；
• 統領三軍；
• 代表共和國與他國通商友好；
• 大赦或特赦。

特權

共和國總統並有特權如下：

• 拒絕解散議會；
• 付任一法案於公投；
• 提請最高法院釋憲，以定奪法案有否違憲；
• 設上議院復讀之時限；
• 任命總統委員會；
• 對議會演講（非得內閣批准講詞，不得演講）；
• 對全民演講（非得內閣批准講詞，不得演講，唯節慶賀辭弗受此限）
• 召集上下議院開會。

• 總統勳章頒發人

受限

非經內閣許可，不得擅出國境。

出缺

總統因故弗能視事時，總統委員會代其職。其員有三：

• 最高法院首席大法官
• 國會下議院議長
• 國會上議院議長

若總統因故永久弗能視事，則須於六十日內選舉。
