《全國工業復興法》(英語:National Industrial Recovery Act of 1933, NIRA,又譯為全國產業復興法)是美國國會於1933年製訂的勞工法案和消費者保護法案,授權總統富蘭克林·羅斯福訂立行業法規,以營造公平的行業競爭環境,並穩定物價,從而刺激大蕭條後的經濟復甦[1],1933年6月16日由羅斯福總統簽署生效[2][3][4]。該法案授權成立公共工程管理局,以規劃全國公共工程建設,以此降低失業率、提高購買力[5]。國家復興管理局(NRA)亦依此成立,負責指導訂立行業公平競爭法規[6][7][2]。國家復興管理局在1933年廣受讚譽,但自1934年開始陷入爭議,部分企業對其看法逐漸惡化。1935年,美國最高法院裁定此法案違憲,法案就此失效[2][8][6]。

該法案是羅斯福新政立法計劃的一部分。該法案試圖結束公司間殘酷的競爭,迫使產業拿出行規,在特定行業對所有公司建立業務規則,如最低價格、無競爭協議與生產限制等等。產業領袖需進行行規談判,而談判得出的行規得由當時的管理局官員批准,且必須以提高工資作為得到批准的必需條件。該法案鼓勵聯盟,中止反托拉斯法。法案第7條第1款規定勞工享有同企業主簽訂集體合同的權利,一度在兩院皆引起爭議(參議院尤甚[2][9]),不過最終都獲准通過[2][3][4]。國家復興管理局指導起草了大量具爭議性的行業法規[10][11],導致羅斯福及其新政失去大量支持[6]。
無論是在20世紀30年代還是當今,《全國工業復興法》都被史學界視為一次政策失誤[2][12][13]。其失敗的內因眾說紛紜,一些說法包括該法案助長壟斷,妨害經濟[10];法案缺乏商界支持[14];法案的執行工作運轉不佳等[14][15]。法案鼓勵勞工結成工會組織,導致嚴重的勞工動亂[16]。由此帶來的種種社會問題及隱患,《全國工業復興法》都難以有效解決,迫使國會於1935年通過《全國勞工關係法》[17],繼續試圖調整勞資關係。
