克羅地亞國家銀行

克羅地亞國家銀行（克羅埃西亞語：Hrvatska Narodna Banka，簡稱HNB；IPA：[xř̩ʋaːtskaː nǎːrodnaː bâːŋka]（英語：Wikipedia:IPA for Serbo-Croatian）），系克羅地亞共和國之中央銀行，屬於擁有法律人格之政府機構。在行政上向克羅地亞議會負責，但其擁有相當大的自主管理權^[參6]。而其通過業務取得的利潤，皆需上交國庫^[參7]:s1。

歷史

1990年12月21日克羅地亞議會通過《克羅地亞共和國憲法》，並依據憲法內文第53條成立克羅地亞國家銀行。翌年在1991年6月25日克羅地亞宣布從南斯拉夫獨立，不久後在1991年10月8日議會通過了《克羅地亞國家銀行條例》（Regulation on the National Bank of Croatia），依據該條例同年12月23日國家銀行開始發行克羅地亞第納爾，以作為克羅地亞獨立狀態過渡時期的貨幣來代替先前流通的南斯拉夫第納爾。接着在1992年11月4日，《克羅地亞國家銀行法》（The Act on the National Bank of Croatia）出台，其明確了克羅地亞共和國國家銀行運作的法律框架。
1994年，國家銀行發行了克羅地亞庫納用以取代先前的克羅地亞第納爾。
2001年4月5日議會通過了新的《克羅地亞國家銀行法》（The Croatian National Bank Act}}），其保持並促進了克羅地亞國家銀行體制，財政和個人的獨立性。後於2006年12月，議會通過了《克羅地亞國家銀行法修正案》（The Act on Amendments to The Croatian National Bank Act）建立了讓克羅地亞國家銀行加入歐洲央行系統的法律基礎。接着到2008年7月,又通過克羅地亞國家銀行的新法案，進一步對齊了克羅地亞與歐盟的法律標準。確定了在歐盟內，克羅地亞國家銀行運作的法律框架，特別是關於央行（機構的獨立程度，功能，個人和財務獨立性）和克羅地亞國家銀行的目標，並向歐洲央行提出了引入歐元作為克羅地亞共和國的官方貨幣的條件。^[參7]:s2

目標與職能

目標

克羅地亞國家銀行依照憲法的規定，在自己的權力和義務的框架內，負責發布國家的貨幣政策，以維護貨幣的穩定和國內外資金的流動性。^[參8]

職能

克羅地亞國家銀行為實現法律賦予之目標而行使的職能為^[參9]：

• 發布以及實施貨幣政策和外匯政策；
• 持有和管理外匯儲備；
• 發行克羅地亞庫納；
• 研究、發布以及維護信貸機構、支付機構、結算機構等金融機構的法規；
• 依照法律監督以及管理信貸機構、支付機構、結算機構等金融機構；
• 規範和完善支付和結算系統；
• 按照法律的規定需要進行的其他活動。

組織結構

克羅地亞國家銀行的最高決策機構為理事會，理事會共有八名成員，分別為行長、常務副行長及六名副行長；行長為理事會當然主席，負責領導理事會，而理事會其餘成員再分別管轄各執行部門^[參10]。理事會主席及成員全部由克羅地亞議會任命^[參11]。
