老撾人民民主共和國銀行（寮語：ທະນາຄານແຫ່ງ ສປປ ລາວ；英語：Bank of the Lao P.D.R.，縮寫為BOL）是東南亞國家老撾的中央銀行，成立於1995年10月14日，但官方以建國前開始印製「解放基普」的1968年10月7日為成立時間[參1]。該行之註冊資本由國家全額繳付，因此國家也為其資本之唯一持有人。其主要職責為發行貨幣老撾基普，並進行國內信貸方面的宏觀管理等[8]。現任行長為佐內賽·西斯法賽。

歷史沿革
老撾在法國殖民時期（1893年－1945年）國內流通着東方匯理銀行發行的法屬印度支那元，這一時期老撾並沒有政府層級的央行機構。後來在二戰中日本入侵並占領了老撾，直到1945年日本投降，同年10月老撾宣布成立老撾王國，並指示新成立的經濟與財政部（英語：Ministry of Economics and Finance）於1946年開始發行「自由老撾基普」（Free Lao Kip）作為臨時貨幣。[9]
不久法國重新控制了老撾。1950年老撾王室的蘇發努馮親王在老撾東北部成立巴特寮割據一方，後自行發行了「巴特老撾基普」（Pathet Lao Kip）。接着到了1951年12月法屬印度支那三國簽定《貨幣印刷機構協議》後，老撾王國政府成立了貨幣委員會（英語：Currency Board）於1952年開始發行「王家基普」（Royal Kip），這一時期老撾國內流通着兩種基普。不久在1954年7月21日後法國放棄對老撾的全部權力，老撾王國正式獨立，同時貨幣委員會更名為老撾國家銀行（英語：Lao National Bank）。到1968年10月7日巴特寮的老撾人民革命黨開始印製「解放基普」（liberated Kip）。[10]
1975年老撾人民革命黨軍隊推翻了親美國的老撾王國，同年12月2日老撾人民民主共和國成立，開始實行社會主義經濟制度，老撾國內包括老撾國家銀行在內的銀行悉數被國有化，不久當局正式發行「老撾基普」（Lao PDR Kip）並沿用至今。[11]
1986年11月13日老撾人民革命黨第四次黨代會召開，決定實行社會主義新經濟政策。1988年3月12日為落實黨代會精神政府開始改造銀行體系，接着在1995年10月14日老撾人民民主共和國主席頒布了《老撾人民民主共和國銀行法案》並即日生效，隨即老撾人民民主共和國銀行（寮語：ທະນາຄານແຫ່ງ ສປປ ລາວ；英語：Bank of the Lao P.D.R.）正式成立。[參1]

組織架構
老撾人民民主共和國銀行董事會為行內最高決策機構，董事會由7-9人組成[13]。中央政府副總理為董事會當然主席，財政部部長及行長為當然副主席，副行長為當然成員，而董事會其餘成員則由各專業領域之官員或專家組成[14]。在董事會之下行長作為執行官。行長之下再轄各所屬機構及單位[參2]。

By acknowledging the good deeds during the past and presently, the Government has issue the decree, with the decision to adopt the 7 th October 1968 as the day of founding the banking sector, because this dte was the date of printing the liberated Kip currency of the patriotic forces under the leadership of the Lao People's Revolutionary party and succeeded over complete victory.
