國際圖書館協會和機構聯合會（IFLA，International Federation of Library Associations and Institutions），簡稱「國際圖聯」，成立於1927年，總部設在荷蘭海牙。它是聯合各國圖書館協會、學會共同組成的一個機構，是世界圖書館界最具權威、最有影響的非政府的專業性國際組織。是聯合國教科文組織「A級」顧問機構，是國際科學聯合會理事會準會員，世界知識產權組織觀察員。1995年，共有138個國家和地區的1381個協會、機構和個人參加了國際圖聯。截至2017年，現在在世界各地的大約150個國家超過1,600個會員。[1]
