隋朝時為嵐城縣。唐朝武德四年（621年），改為宜芳縣，屬東會州。同年分置豐潤縣和合會縣，治所在今嵐縣嵐城鎮北。武德五年（622年），豐潤縣併入。六年（623年），改屬嵐州。同年[1]（或九年[2]），合會縣併入。長安三年（703年）[2]，分置嵐谷縣，有岢嵐軍。北宋、金朝時仍屬嵐州。何時被廢不詳。
