范華平（1962年10月—），男，漢族，雲南瀘西人，中華人民共和國政治人物。紅河州民族師範學校（瀘西班）畢業，中共雲南省委黨校函授行政管理專業畢業。
生平
1982年8月參加工作。1984年12月加入中國共產黨。2002年12月，任中共紅河州委常委、蒙自縣委書記。2008年2月，任中共紅河州委常委、常務副州長。2009年12月，任中共曲靖市委副書記。2012年12月，任中共曲靖市委副書記、市長[1]。2015年5月，任中共昭通市委書記[2]。
2017年3月，任海南省公安廳黨委書記、廳長[3]。2018年1月，當選為海南省人民政府副省長。2019年7月，任山東省人民政府副省長、省公安廳廳長[4]。2023年1月，換屆轉任山東省人大常委會副主任[5]。
2013年，當選第十二屆全國人民代表大會雲南地區代表[6]。
