公共事務（英語：Public affairs）是指統治階層為了把社會控制在「秩序」範圍內、推動社會發展，所進行的滿足社會成員共同需要與要求的一系列社會活動。從廣義上看，其可以被定義為組織的所有非商業化行為；從狹義上看，其指稱組織涉及的政治活動及其與政府的關係。公共事務具有階級性、公益性、多樣性以及層次性四大特點。[1]
