克罗地亚国家银行

克罗地亚国家银行（克罗地亚语：Hrvatska Narodna Banka，简称HNB；IPA：[xř̩ʋaːtskaː nǎːrodnaː bâːŋka]（英语：Wikipedia:IPA for Serbo-Croatian）），系克罗地亚共和国之中央银行，属于拥有法律人格之政府机构。在行政上向克罗地亚议会负责，但其拥有相当大的自主管理权^[参6]。而其通过业务取得的利润，皆需上交国库^[参7]:s1。

历史

1990年12月21日克罗地亚议会通过《克罗地亚共和国宪法》，并依据宪法内文第53条成立克罗地亚国家银行。翌年在1991年6月25日克罗地亚宣布从南斯拉夫独立，不久后在1991年10月8日议会通过了《克罗地亚国家银行条例》（Regulation on the National Bank of Croatia），依据该条例同年12月23日国家银行开始发行克罗地亚第纳尔，以作为克罗地亚独立状态过渡时期的货币来代替先前流通的南斯拉夫第纳尔。接着在1992年11月4日，《克罗地亚国家银行法》（The Act on the National Bank of Croatia）出台，其明确了克罗地亚共和国国家银行运作的法律框架。
1994年，国家银行发行了克罗地亚库纳用以取代先前的克罗地亚第纳尔。
2001年4月5日议会通过了新的《克罗地亚国家银行法》（The Croatian National Bank Act}}），其保持并促进了克罗地亚国家银行体制，财政和个人的独立性。后于2006年12月，议会通过了《克罗地亚国家银行法修正案》（The Act on Amendments to The Croatian National Bank Act）建立了让克罗地亚国家银行加入欧洲央行系统的法律基础。接着到2008年7月,又通过克罗地亚国家银行的新法案，进一步对齐了克罗地亚与欧盟的法律标准。确定了在欧盟内，克罗地亚国家银行运作的法律框架，特别是关于央行（机构的独立程度，功能，个人和财务独立性）和克罗地亚国家银行的目标，并向欧洲央行提出了引入欧元作为克罗地亚共和国的官方货币的条件。^[参7]:s2

目标与职能

目标

克罗地亚国家银行依照宪法的规定，在自己的权力和义务的框架内，负责发布国家的货币政策，以维护货币的稳定和国内外资金的流动性。^[参8]

职能

克罗地亚国家银行为实现法律赋予之目标而行使的职能为^[参9]：

• 发布以及实施货币政策和外汇政策；
• 持有和管理外汇储备；
• 发行克罗地亚库纳；
• 研究、发布以及维护信贷机构、支付机构、结算机构等金融机构的法规；
• 依照法律监督以及管理信贷机构、支付机构、结算机构等金融机构；
• 规范和完善支付和结算系统；
• 按照法律的规定需要进行的其他活动。

组织结构

克罗地亚国家银行的最高决策机构为理事会，理事会共有八名成员，分别为行长、常务副行长及六名副行长；行长为理事会当然主席，负责领导理事会，而理事会其余成员再分别管辖各执行部门^[参10]。理事会主席及成员全部由克罗地亚议会任命^[参11]。
