《柏林宣言》係由歐盟理事會起草，歐盟廿七個成員國同政府首腦為咗慶祝《羅馬條約》簽署五十週年，喺2007年3月25號，由時任歐盟理事會輪值主席默克爾、歐洲委員會主席巴羅佐、歐洲議會議長珀特林，喺柏林一齊簽嘅文件。
《柏林宣言》嘅主要內容同目標：修訂一份新嘅歐盟條約，希望喺2009年6月歐洲議會換屆之後就生效。 呢份新嘅條約會取代《歐盟憲法》（《歐盟憲法》響2005年嘅全民公決俾法國同荷蘭否決咗）。
