Zilupe, arī Sīnupe, Sīnuoja ir Latvijas robežupe Latgales austrumos, Veļikajas pieteka. Plūst caur Baltkrievijas, Latvijas (Ludzas novadu) un Krievijas teritoriju. Upi šķērso autoceļi A12 (Latvijā), M20, A117 (Krievijā).

Sākas purvā austrumos no Asvejas ezera Vitebskas apgabalā Baltkrievijā. 12 km garā posmā upe ir Latvijas un Baltkrievijas un Latvijas un Krievijas robežupe. Tālākos 59 km Zilupe tek pa Latvijas teritoriju līdz Zilezeram, kur, pēc tā noteces uzņemšanas, 9 km garumā atkal ir Latvijas un Krievijas robežupe līdz Rūbeža upei.
Latvijas teritorijā Zilupe tek pa Zilupes līdzenumu, lielākā daļa tās pieteku atrodas Dagdas un Rāznavas paugurainēs. Izņemot nelielu posmu lejpus Plusonas ietekas, kur upei ir izteikta ieleja, Zilupe tek pa līdzenu, purvainu apvidu. Latvijas teritorijā upes platums ir 10-15 m, lejpus Krasnogorodskas - 30 m.[1]
Tālāk Zilupe tek pa Krievijas Pleskavas apgabala teritoriju, kur pie Rešetiem ietek Veļikajas upē.
