Dr. Abdirizak Omar Mohamed (Somali: Cabdirisaaq Cumar Maxamed, Arabic: عبد الرزاق عمر محمد) is a Somali politician, academic, and policymaker. He has held several senior roles in the Federal Government of Somalia, including Minister of Petroleum and Mineral Resources (2022–2024), Minister of Internal Security (2015–2017), and Minister of Natural Resources (2012–2014). Mohamed has played a central role in national security policy, natural resource governance, and international energy cooperation. He is currently a Member of Parliament in the House of the People of the Federal Parliament of Somalia, where he continues to play an active role in legislative and policy affairs.

In October 2022, Mohamed finalized a restructured Production Sharing Agreement between the Federal Government of Somalia and U.S.-based Coastline Exploration. Although the initial deal had been signed under the previous administration, Mohamed led efforts to renegotiate and strengthen its terms to enhance national transparency and ensure greater economic returns. The revised agreement secured a US$7 million signature bonus paid directly to Somalia’s Central Bank and authorized the company to commence offshore oil exploration.[1]

As minister, Mohamed also focused on improving the legal and institutional framework governing Somalia’s natural resources sector. Under his leadership, the Ministry worked to enhance investor confidence by introducing clearer contractual guidelines, transparency measures, and sector oversight mechanisms. The African Energy Chamber and other observers commended these reforms as a necessary foundation for building a credible and competitive petroleum sector in Somalia.[2]

In March 2024, Mohamed led the negotiation and execution of a landmark bilateral energy cooperation agreement between Somalia and Turkey.[3] Signed in Istanbul, the agreement covered joint exploration, development, production, and distribution of petroleum resources in both offshore and onshore Somali territories. Under Mohamed’s leadership, Somalia and Turkey laid the foundation for long-term strategic energy cooperation. The deal enabled Turkey’s state-owned energy company TPAO to initiate seismic surveys, and the research vessel Oruç Reis was later deployed for offshore exploration.[4][5]

On 22 December 2024, Mohamed was removed from his post in a cabinet reshuffle and succeeded by Dahir Shire Mohamed.[6]
