In 2013, Panaligan ran for the Calapan mayoralty under the banner of the United Nationalist Alliance (UNA).[3] He defeated the Liberal candidate Antonio "Jojo" S. Perez Jr., marking his return to the mayoralty.[3] He ran and won unopposed under PDP–Laban in 2019.[2][4]
