Carlos Alberto Torres Torres (born 18 November 1975) is a Mexican politician from the Morena party. From 2006 to 2009, he served as Deputy of the LX Legislature of the Mexican Congress representing Baja California.[1] He is the husband of Marina del Pilar Ávila Olmeda, the current Governor of Baja California.[2] In 2024, he was appointed head of Strategic Projects in Tijuana by Mayor Ismael Burgueño.[3]

He received a law degree from the Autonomous University of Baja California.[4]
