The district is mostly in Chemung County. In addition to Elmira City, the district also includes the Village of Wellsburg, the Southport census-designated place, and a portion of the West Elmira CDP.^[1] It also includes the hamlet of Lowman.^{[citation needed]} Towns in Chemung County which the district covers sections of include Ashland, Baldwin, Chemung, Erin, Horseheads, and Southport.^[2] Portions extend into Steuben County, where the district includes parts of Caton Town.^[2][3]
