Jeff Starling is an American attorney who has served as the Oklahoma Secretary of Energy and Environment in the administration of Governor Kevin Stitt since 2024.

Education and career
Jeff Starling is from Danville, Virginia, and earned his bachelor's degree and Juris Doctor from Wake Forest University.[1]
He worked for Devon Energy for seven years, was a partner at McGuireWoods, and worked as a legislative aide for U.S. senator from Virginia John Warner.[2] He chaired the Legal and Labor Reform Committee of the State Chamber of Oklahoma and served on the Oklahoma Task Force for the Study of Business Courts.[3] He worked for Lagoon Water Midstream, which was sold to Deep Blue Midland Basin in June 2024, until September 2024.[4]
In 2022, he chaired the Oklahoma Republican Senatorial Committee when it accepted $35,000 of illegal contributions. The PAC was ordered to pay $62,750 in fines and dissolved.[5]

Public service
Starling was appointed Oklahoma Secretary of Energy and Environment by Governor Kevin Stitt on December 3, 2024, replacing Ken McQueen.[6][2] McQueen was fired after attending an allegedly political hearing in his official capacity.[7]
As Secretary, Starling has emphasized his interest in sustainable energy sources like solar power.[8]
In July 2025, Starling filed paperwork to run for Oklahoma Attorney General.[9]
