The July National Charter (Constitution Amendment) Implementation Order, 2025 (Bengali: জুলাই জাতীয় সনদ (সংবিধান সংশোধন) বাস্তবায়ন আদেশ, ২০২৫) is an ordinance issued by the President of Bangladesh Mohammed Shahabuddin on 13 November 2025 to implement the July Charter.[1]

Provisions
The order calls for a national referendum so that people can approve the proposed reforms. Voters will be asked whether they agree or disagree with the July National Charter and its reform plans. The key proposals include creating a caretaker government and an independent Election Commission, making a two-chamber parliament, limiting the prime minister's term, strengthening the president's powers and judicial independence, and increasing women's representation in parliament.[2]

Constitution Reform Council
If the referendum is passed, a Constitution Reform Council will be formed. It will include all newly elected members of parliament and will complete the constitutional reforms within 180 working days. The council will then be dissolved after completing its work.[2]
Implementation and Inclusion in the Constitution
Some parts of the order take effect right away, while others will begin only after a positive referendum result. The Election Commission will organize the vote and make the necessary legal arrangements. After the referendum and reform process, the July Charter will be officially incorporated into the Constitution of Bangladesh.[2]
