He designed the Faculty of Law and Political Science of Tehran University.[3] After Andre Godard retired as the dean of the Faculty of Fine Arts at Tehran University, Mohsen Foroughi took on the position. This transition marked a significant change within the Faculty of Fine Arts. Notably, Persian was adopted as the language of instruction, aligning with the language policies of the university's other faculties.[3]
