Tan Sri Rozali bin Ismail is a Malaysian businessman best known as the founder and executive chairman of Puncak Niaga Holdings Berhad. He also served as the executive chairman of Syarikat Bekalan Air Selangor (SYABAS), a water concession company that was nationalized by the Selangor state government in 2017. In addition to his corporate roles, Rozali is the President of the Malay Business Association of Selangor (Dewan Perniagaan Melayu Malaysia Selangor, DPMMS).

Career

Rozali was listed as one of the 40 richest individuals in Malaysia in 2011,[1] with an estimated net worth of USD 155 million.[2] His salary, which was reported as RM 33.4 million in 2012, has drawn public criticism alongside perceived shortcomings in water services provided by SYABAS in Selangor.[3]

Puncak Niaga

Puncak Niaga, founded by Rozali in the 1990s,[4] played a significant role in the early water concession arrangements in Kuala Lumpur. Rozali worked with Selangor politicians to establish public-private partnerships and promote a three-stage water treatment scheme in the region.[5]

Puncak Niaga was the parent company of SYABAS.[1] In October 2015, both companies were taken over by the Selangor state government.[6] In 2018, Syarikat Pengeluar Air Sungai Selangor (SPLASH) filed a lawsuit against SYABAS, claiming RM 4.22 billion in outstanding receivables. Tan Gim Tuan, chairman of the Malaysian Chinese Association (MCA), stated that SYABAS had been reporting substantial annual losses since the takeover. He further warned that the lawsuit could potentially lead to state-level financial instability.[7]

Leadership Roles

Rozali has held multiple leadership positions throughout his career. He served as the President of the Water Association of Selangor, Kuala Lumpur & Putrajaya, and as Deputy President of the Malaysian Water Association.[8] He was also the Treasurer of the United Malays National Organisation (UMNO) Selangor, UMNO Hulu Selangor Division, and represented State of Selangor at the Malay Chamber of Commerce.[9]

In addition, Rozali serves as an advisor to Sultan Idris Shah Polytechnic.[10] He is also the Chairman of Gabungan Wawasan Generasi Felda (GWGF), a coalition of 14 non-governmental organizations that advocate for Felda settlers and their families, estimated to number around 600,000 people nationwide. In 2017, Rozali was called upon to provide clarification regarding a controversial RM 200 million land sale involving Felda property on Jalan Semarak.[11] In 2018, he announced GWGF's continued support for the Barisan Nasional coalition and the United Malays National Organisation during Malaysia's 14th general election.[12]
