Sat Besimbayevich Tokpakbayev (Kazakh: Сәт Бесімбайұлы Тоқпақбаев; September 17, 1939) is a Kazakh military officer and politician who served in various positions in the Kazakh government including Deputy of the Mäjilis of the Parliament of the Republic of Kazakhstan (2007-2016), Chairman of the National Security Committee of Kazakhstan (1993-1995), Minister of Defense of Kazakhstan (1999-2001), Advisor to the President of Kazakhstan (12.2001-2002). People's Hero of Kazakhstan (2024). He holds the rank of Colonel general since 2001.

In 1963, he graduated from the Law Faculty of the Kirov Kazakh State University, in 1971 from the Higher Diplomatic School of the Soviet Ministry of Foreign Affairs. He speaks Chinese and English.
He began his career in July 1956 as a collective farmer at the Komsomol collective farm in the Ile District of the Alma-Ata Region, from August 1957 he worked as a wagon driver at the Burundai brick factory in the Alma-Ata Region and from September 1958 he was a student at the Kazakh State University.
From July 1963 he served as investigator of the Alma-Ata regional prosecutor's office.
In 1964, he graduated from the Higher Courses School of the KGB in Minsk, Byelorussian SSR.
A career officer of the State Security Committee of the USSR. He went from being an operative to the head of the department, a member of the board of the KGB of the Kazakh SSR.
Since November 1991 he served as Head of the KGB Department of the Republic of Kazakhstan for the city of Almaty and Almaty Region.
Since June 1993 he served as First Deputy Chairman of the National Security Committee of Kazakhstan. Since December 1993 he served as Chairman of the National Security Committee of the Republic of Kazakhstan.[1]
Since November 1995 he served as Head of the Security Service of the President of the Republic of Kazakhstan and Commander of the Republican Guard.
From 1999 to 2001 he served as Minister of Defense of the Republic of Kazakhstan.
For several years he was a Member of the Security Council of the Republic of Kazakhstan.[2]
Since December 2001 he became Advisor to the President of the Republic of Kazakhstan and Chairman of the Commission on Citizenship Issues under the President of the Republic of Kazakhstan as well as Chairman of the Commission on Combating Corruption and Compliance with Official Ethics by Civil Servants of the Republic of Kazakhstan.[2]
Since September 2002 he served Chairman of the Board of Directors of the airline OJSC Euro-Asia-Air International.
Since September 2, 2007 he was elected Deputy of the Majlis of the Parliament of the Republic of Kazakhstan, member of the Committee on International Affairs, Defense and Security.
September 16, 2024 he was awarded the Gold Star and the Order of "Otan".[3]
