Background

Hezbollah has historically concentrated on land based military capabilities particularly rockets, missiles, and ground forces targeting Israel. As of the 2000s Israeli military analysts claim that the organization began expanding its capabilities towards the maritime efforts. This was based on attacks on naval vessels and threats to offshore infrastructure. The unit came into public aware in December 2025, as the Israel Defense Forces and Israeli media published Hezbollah's “secret maritime file,”. This was done after the abduction of a ship captain identified as Imad Amhaz, described as a key operative. This revealed the unit's existence and role. Leadership

According to Israeli sources claim the responsibility and overall strategy for the maritime file and Unit 7900, was in the hands of former secretary general Hassan Nasrallah and senior military commander Fuad Shukr. The daily administration was placed in the hands of Ali Abd al-Hassan Nur al-Din, who is a senior Hezbollah operative with maritime expertise.^[1][4][5]

Unit 7900 is described as a specialized unit with members who have naval and technical training. Sources state the members such as Imad Amhaz played important roles in the unit, and were reportedly presented as ship captains or maritime trainers as a cover for their activities.^[1][6]

According to reports members of Unit 7900 went through training in Lebanon and Iran. Training that included elements such as:

• Operation of small vessels and possibly larger commercial ships.

Based on Israeli and Lebanese media, some operatives attended civilian maritime academies and shipping schools in Lebanon, acquiring legitimate qualifications as merchant captains or crew.
