Possibly from fant (“crazy person”) by analogy with fjollig, fjoskig, and similar words. Attested in writing since the 19th century.

Might be translated in a variety of ways depending on context, like jerk/twat (rude in a ridiculous way), pussy/wimp (cowardly in a ridiculous way), pipsqueak (weak in a ridiculous way), or dork (socially inept in a ridiculous way) – the base meaning is someone ridiculous in a laughable or annoying way, sometimes as a more or less generic invective.
