  1. A subdivision of state or municipal government, which has its own internal administration and some autonomy in decision making. Currently used especially of branches of municipal government, e.g. education, social security. For this usage, the English translation could be board.
    Ei ole harvinaista, että kaupungin hallintokunnat työskentelevät saman asian parissa toisistaan tietämättä.
    It is not uncommon that the branches of the city government work on the same issue without knowing of each other.
