Borrowed from German wackeln. Doublet of vagga.

vackla (present vacklar, preterite vacklade, supine vacklat, imperative vackla)

  1. to waver, to falter, to stagger (move unsteadily, as if risking a fall)
    Smällen fick honom att vackla bakåt
    The blow caused him to stagger backwards
  2. (figuratively) to waver; to falter
    vackla i tron
    waver in one's faith
    Hon vacklade fram och tillbaka i frågan
    She wavered back and forth on the issue
