Toomas Liiv (30. detsember 1946 Tallinn – 20. detsember 2009 Tallinn) oli eesti luuletaja ja kirjanduskriitik.

Ta lõpetas 1965. aastal Tallinna 2. Keskkooli ning 1970. aastal Tartu Riikliku Ülikooli eesti filoloogina.
Ta töötas Underi ja Tuglase Kirjanduskeskuse direktorina ning Tallinna Pedagoogikaülikooli eesti kirjanduse õppetooli juhataja ja kirjandusprofessorina, õpetades mitmeid Eesti luuletajaid ja kirjandustegelasi (nt Jaak Urmet, Jürgen Rooste, Jana Lepik, Ivar Sild, Sirly Hiiemäe, Aarne Ruben). 1990. aastail tema käe all õppinuist võrsus kirjandusrühmitus Tallinna Noored Tegijad. Teadlasena uuris ta peamiselt eesti novelli 20. sajandil (1920. ja 1930. aastail).
Kirjanduses debüteeris Liiv 1965 proosapalaga "Jõe ääres", luuletajana äratas tähelepanu tema tsükkel "Kase põlemine" luulekogus "Närvitrükk" (koos Jüri Üdi, Johnny B. Isotamme ja Joel Sangaga, 1971). Liivi esikkogust "Kurbus vikerkaarest" on üks tuntumaid luuletus "Luigele, kes tappis tanki".
"Eesti kirjanike leksikon" nimetab Liivi 1970. aastate silmapaistvamate luuletajate seas kõrvuti Viivi Luige ja Juhan Viidinguga.[1] Kalev Kesküla sõnul oli ta "romantilise eneseiroonia kehastus eesti luules", kes dekonstrueeris poeesiat; aastatega kasvas tema luules iroonia osakaal.[viide?] Vormilt iseloomustab Kesküla tema luulet kui "proosarütmis lausetega värssideks murtud tihedat poeetilist teksti".[viide?] Nekroloogis tituleerib Elo Lindsalu Liivi Eesti Baudelaire'iks. Liiv oli ka üks Eesti viljakamaid kirjanduskriitikuid.[viide?]
1981. aastal võeti ta vastu Eesti Kirjanike Liitu, ta oli ka Wellesto liige.
