Ankstyviausi dokumentai apie kaimą, davusį pradžią šiuolaikiniam miestui, yra iš XIV a. Tuo metu kaimas buvo vadinamas Astravu (lenk. Ostrow) ir buvo dešiniajame Kamienos upės krante.
XVI amžiaus pradžioje vietinis didikas Kasperas Macejevskis bandė čia įkurti miestelį, bet nepavyko.
1564 m. buvo suteikta miesto chartija Denkuvo (lenk. Denków) gyvenvietei, kuri dabar yra viena iš Ostroveco rajonų. Denkuvas buvo privatus miestas, administraciniu požiūriu įsikūręs Sandomiero apskrityje, Sandomiero vaivadijoje, Lenkijos karūnos Mažosios Lenkijos provincijoje.
Miestas pradėjo kurtis nuo nulio 1597 m. Jakubo Gavronskio rūpesčiu. Miesto privilegijas gavo 1613 m.
Vėliau tapo valstybės veikėjo, vieno turtingiausių Abiejų Tautų Respublikos magnatų Janušo Ostrogiškio nuosavybe. Vėliau priklausė daugeliui lenkų aristokratų giminių: Tarnovskių, Čartoryskių, Lubomirskių, Radvilų, Zaslavskių, Sanguškų, Velopolskių, Dobrzanskių, Lubienskių.
XVIII amžiaus pabaigoje ir XIX amžiaus pradžioje miestas tapo pramonės centru. 1837–1839 metais buvo atidaryta Klimkevičių plieno gamykla, o jos apylinkėse buvo atidarytos įvairios įmonės, įsikūrė darbuotojai.
Ostrovecas buvo vienas pagrindinių revoliucijos centrų Lenkijos karalystėje (1905–1907). 1905 m. gruodžio 27 d. buvo įkurta vadinamoji Ostroveco respublika, o miestelį ir apskritį dvi savaites valdė Lenkijos socialistų partija, vadovaujama Ignaco Boernerio. Respublika žlugo atvykus dviems imperatoriškosios Rusijos armijos pėstininkų pulkams.
Per Pirmąjį pasaulinį karą Ostroveco gamykla buvo smarkiai apgadinta, o 1918 m. lapkričio 3 d. naujai įsteigta Lenkijos valdžia perėmė miesto kontrolę. Prieš Antrąjį pasaulinį karą jo gyventojų buvo apie 30 tūkst. apytiksliai.
1937 m. jis buvo oficialiai pavadintas Švento Kryžiaus Ostrovecu.
1939 m. rugsėjo 8 d. Vokietijos kariuomenė užėmė miestelį. Karo metu vokiečiai persekiojo lenkus ir žydus, vykdė masinius areštus. 1945 metų sausio 16 d. vokiečių kariuomenė pasitraukė į vakarus.
Pokario metais sparčiai augo miestas. 1954 m. buvo prijungti keli kaimai, įskaitant Denkuwą, kuris kadaise buvo miestas.
1970-aisiais buvo atidaryta nauja metalurgijos gamykla. Dešimtajame dešimtmetyje metalurgijos pramonė patyrė didelę krizę. Plieno gamyklą tuomet nupirko Ispanijos CELSA grupė.
