Pilsētas nosaukums cēlies no Kobulidzu dzimtas, kam piederējis ciems jūras krastā. 17. gadsimtā šeit atradies vergu tirgus, par ko rakstījis itāļu misionārs Teramo Kastelli. Osmaņu Impērijas laikā dēvēta par Čiriksu (Çürüksu). 20. gadsimta sākumā sāka attīstīties kūrorts — zemes īpašumi šeit tika piešķirti atvaļinātajiem krievu ģenerāļiem. Padomju gados uzbūvētas vairākas sanatorijas. 1944. gadā Kobuleti piešķirts pilsētas statuss. Kopš 2010. gada izveidota brīvā tūrisma zona ar atvieglojumiem investīcijām. Gadā kūrortu apmeklē ap 100 000 tūristu.
