Det var andre gongen Bowie medverka til ein film basert på ei bok av Raymond Briggs. Han medverka òg til filmen The Snowman i 1982. Bowie-songen kom som følgje av eit samarbeid med mulitinstrumentalisten Erdal Kizilcay, som arbeidde med Bowie seinare, mellom anna The Buddha of Suburbia.

Singelen nådde 44. plass i Storbritannia og hadde ein musikkvideo som bestod av klipp frå filmen, med ein animasjon av Bowie over. Sidan den gong har songen vore forholdsvis vanskeleg å få tak i, sidan han sjeldan er å finne på samleplater.

I motsetnad til dei fleste instrumentale B-sidene frå 1980-åra, er ikkje instrumentalversjonen av «When the Wind Blows», berre ein versjon der vokalen er fjerna, men ei heilt ny orkesterinnspeling.
