Arbeidsgiverforeningen Spekter (tidligere Norges arbeidsgiverforening for virksomheter med offentlig tilknytning) ble etablert i 1993 som arbeidsgiverforening for fristilte statlige virksomheter. 6. juni 2007 ble navnet endret til Arbeidsgiverforeningen Spekter. I dag er Spekter åpen for alle bedrifter som ønsker medlemskap.

Arbeidsgiverforeningen Spekter er Norges tredje største arbeidsgiverforening (etter Næringslivets Hovedorganisasjon og KS).
Som en av hovedorganisasjonene i norsk arbeidsliv er Spekter en aktiv deltaker i trepartssamarbeidet mellom arbeidslivets parter og Regjeringen. Spekter skiller seg ut med en forhandlingsmodell der lønnsdannelse og avtaleutvikling i størst mulig grad knyttes til den enkelte bedrift. Spekter representerer alle de statlige helseforetakene og har høy organisering innenfor områder som transport/logistikk og kultur.

Det som særlig skiller Spekter fra de andre store arbeidsgiverforeningene, er at antallet medlemmer er relativt lavt. Med relativt få og store medlemmer blir Spekters produkter, forhandlingssystem og service i stor grad bygget på «skreddersøm» og direkte kontakt med medlemmene. Spekters forhandlingsmodell legger derfor vekt på at lønnsdannelsen og tariffavtalene i størst mulig grad skal knyttes til den enkelte virksomhet.
Administrerende direktør i Arbeidsgiverforeningen Spekter er Anne-Kari Bratten. Styreleder er Herlof Nilssen, som tok over etter Dag Mejdell.
