Hans-Rudolf Merz (1942–) er en sveitsisk politiker som i 2003 ble medlem av Forbundsrådet (Bundesrat, dvs. regjeringen). I 2004 ble han finansminister i Sveits. Han er hjemmehørende i Beinwil am See i kanton Aargau.

Merz representerte partiet Freisinnig-demokratische Partei der Schweiz (FDP) fram til 28. februar 2009, da dette partiet ble slått sammen med Sveits' Liberale Parti (LPS) til FDP. Die Liberalen, som han nå representerer. Han har vært finansminister siden 2004. Søndag 21. september 2008 ble han rammet av et hjerteinfarkt, hvorpå han omgående gjennomgikk en bypass-operasjon og lå 3 dager i kunstig koma på Bern universitetssykehus. Justis- og politiminister Eveline Widmer-Schlumpf fungerte som finansminister inntil Merz kunne gjenoppta sitt embete vel 5 uker senere, den 3. november.
I kalenderåret 2009 «amterte» Merz som sveitsisk forbundspresident. (Vervet går på rundgang mellom regjeringens medlemmer.)
I 2010 holdt Merz et innlegg i det sveitsiske parlamentet som ble kjent utover landegrensene fordi Merz brøt sammen i latter over det byråkratiske språket i innlegget han skulle fremføre. Han opplyste mellom latteranfall at han ikke selv forstod hva han leste opp; årsaken var at teksten var skrevet i en snirklete kansellistil.[6]
