Otepää kommune er en landkommune i Valga fylke i Estland. Kommunen ligger nordøst i fylket og administrasjonssenteret er Otepää. Kommunen har 6 456 innbyggere (2019) og et areal på 523 km².[3] Folketallet er fallende.

Den 21. oktober 2017 ble kommunen utvidet gjennom en sammenslåing med Sangaste og deler av kommunene Puka og Palupera.
De største tettstedene er Otepää med 2 213 innbyggere, etterfulgt av Sihva med 370 innbyggere, og vintersportsstedet Arula. Otepää er en by, men ligger i en landkommune og er ikke egen bykommune. Dette er Estlands fremste vinterkommune, med Tehvandi Spordikeskus hvor verdenscupen i langrenn arrangeres hvert år. Her finner vi også landets nasjonalanlegg for skihopp og alpint.
Otepää kommune preges landskapsmessig av høydedraget Otepää, som strekker seg fra områder lengre nordvest inne i nabokommunen Puka, og om lag 20 km sørøstover. Området er dekket av barskog og kupert terreng med mange innsjøer. Den mest kjente og største av sjøene er Pühajärv, som regnes som en av landets mest maleriske sjøer.[4] Maleren Johannes Uiga (1918–1998) malte hundrevis av malerier av denne innsjøen. Også Johannes Võerahansu (1902–1980) har malt mange skogsmotiver fra denne kommunen.[5]
Sørvest for byen Otepää ligger landsbyen Kääriku som er kjent som sports- og friluftssenter. Her etablerte Tartu Universitet et treningssenter allerede i 1947, og etter hvert vokste stedet fram som et treningssenter for denne delen av Sovjetunionen, med eget skistadion.[6]
