Wilhelm Gustloff (født 30. januar 1895 i Schwerin i Keiserriket Tyskland, drept 4. februar 1936 i Davos i Sveits) var en tysk meterorolog og nazistisk politiker. Han var ved sin død var leder for NSDAP/AO i Sveits, det vil si nazistpartiets utenlandsavdeling i Sveits. Han ble skutt og drept av den jødiske studenten David Frankfurter (1909–1982).
Wilhelm Gustloff ble født i Schwerin i Storhertugdømmet Mecklenburg-Schwerin. Han fullførte middelskole og gikk så i lære som bankmann. Han hadde en kronisk lungelidelse og ble derfor ikke innkalt til soldattjeneste i første verdenskrig.
I 1917 flyttet han til Davos i Sveits for å prøve å kurere sin lungelidelse. Her ble han ansatt ved det sveitsiske fysikalsk-meteorologiske forskningsinstitutt.
I 1921 ble han medlem av Deutschvölkischer Schutz- und Trutzbund, og i 1929 av Nationalsozialistische Deutsche Arbeiterpartei (NSDAP). Fra 1932 var han Landesgruppenleiter for NSDAP-Auslandsorganisation (NSDAP/AO) i Sveits og samtidig også «Hilfskassen-Obmann». Etter nasjonalsosialistene fikk makten i Det tyske rike i januar 1933 forsterket Gustloff sine aktiviteter og bygde opp et nettverk av «støttepunkter» i Bern, Glarus, Lausanne og Zuoz, og «Ortsgruppen» i Davos, Lugano, Zürich og Basel. I midten av 1934 var det blitt 27 støttepunkter og 14 Ortsgruppen; på syv steder var det Hitlerjugend- og BDM-grupper, og det var en utviklet landsorganisasjon med sekretariat, adjutant, propagandaleder, skattemester og presseleder. Frem til 1936 hadde han blant de 100 000 utenlandstyske i Sveits klart å verve 5000 som NSDAP-medlemmer, og fant også støttespillere blant den sveitsiske nasjonale befolkning. Men målet å vinne den sveitsiske offentlighet var lagt unna.
Han hadde også som ansvar å distribuere den antisemittiske propagandaskriftet Sions vises protokoller og la meget innsats i dette, i den grad at sveitsiske jøder saksøkte bokens distributø, altså den sveitsiske NSDAP/AO, for bakvaskelse.
De sveitsiske myndigheter så med voksende bekymring på Gustloffs virksomhet, og den ble tatt opp i parlamentet. Man overveide å utvise ham. Fra tysk side ble det meldt at man hadde til hensikt å gjøre ham til attache ved ambassaden og dermed gi ham diplomatisk immunitet; sveitserne meldte tilbake at de alltids hadde muligheten å erklære ham persona non grata.
I 1936 ble Gustloff skutt og drept med revolver av den kroatiske jødiske studenten David Frankfurter (1909–1982), som oppsøkte ham i hans bolig i Davos. Gustloff var da akkurat returnert fra Berlin der han hadde deltatt på treårsjubileet for den nazistiske maktovertagelse.
Gustloff fikk tysk statsbegravelse i Schwerin. Hans båre ble transportert med et eget tog fra Davos til Schwerin, med opphold i Stuttgart, Würzburg, Erfurt, Halle, Magdeburg og Wittenberg. Til stede ved begravelsen var Adolf Hitler, Joseph Goebbels, Hermann Göring, Heinrich Himmler, Martin Bormann og Joachim von Ribbentrop; tusener av Hitlerjugend stod langs begravelsesprosesjonen. Gustloffs enkke, mor og bror fikk ved begravelsen Hitlers personlige kondolanser.
Gustloff ble utropt til Blutzeuge (blodvitne) for den nasjonalsosialistiske sak, og hans endelikt ble del av den propaganda som tjente til begrunnelse for pogromen Kristallnacht i 1938. Hans enke Hedwig, som hadde vært Hitlers sekretær, fikk fra Hitler personlig en månedlig «æreslønn» på 400 Reichsmark.
David Frankfurter begrunnet sin handling med Gustloffs antisemittiske aktivisme. Han overgav seg straks til sveitsisk politi og dømt til livsvarig fengsel. Etter annen verdenskrig ble han benådet og utvist. Han dro til Palestina og ble etterhvert ansatt ved det israelske forsvarsmilisterium og ble offiser.
En våpenfabrikk ble oppkalt til ære for ham under annen verdenskrig.
Det tyske passasjerdampskipet Wilhelm Gustloff fikk navn etter ham. Skipet skulle egentlig ha fått navnet «Adolf Hitler», men Hitler endret beslutningen. I 1945 transporterte skipet tyske soldater og mange sivile flyktninger fra Østpreussen og ble torpedert av en sovjetisk ubåt. Mange tusener mistet livet.
