1999年的东帝汶根据独立公投的结果宣布独立，但是2000年悉尼奥运会前东帝汶仍未成为国际奥林匹克委员会的成员，因此国际奥委会批准4名东帝汶运动员以“个人运动员”身份参加赛事。东帝汶于2002年正式独立后，于2004年奥运会上派出代表团参赛。
