周武帝天和三年（568年）北周於巂城置嚴州，治所在越巂縣（今四川省西昌市）[1]。天和五年（570年）改嚴州為西寧州。不久再以西寧州改名嚴州。轄境有今四川省西昌市、布拖縣、金陽縣、木里縣、鹽源縣、德昌縣、普格縣、寧南縣等地。隋文帝開皇六年（586年）復改為西寧州。
