The ministry replaced the Hepburn ministry following the resignation of Premier Mitch Hepburn, who nevertheless remained in cabinet as Treasurer, appointing Conant as his hand-picked successor. The Conant ministry governed through a middle part of the 20th Parliament of Ontario.
Conant resigned after he lost the 1943 Ontario Liberal Party leadership convention. He was succeeded as Premier of Ontario by his leadership rival Harry Nixon. The Conant ministry and the Kennedy ministry are the only ministries in Ontario history to neither win nor lose an election.
